El Salvador joins the “Cartagena Declaration on Prevention of Violence” within the framework of the EUROsociAL II Programme of the European Union

The Deputy Minister of Justice and Public Security of El Salvador, Juan Javier Martínez, was charged with formally signing the “Cartagena Declaration on Prevention of Violence”

Following the signing, the Deputy Minister expressed his “gratitude for the initiative and El Salvador's participation in it”.

El Salvador's adhesion occurred within the framework of the regional Technical Meeting for presentation of the Operational Guides to the Comprehensive Regional Policy Model for Prevention of Violence and Crime, which was held in San Salvador (El Salvador) on 26th and 27th November 2015 and included the participation of Colombia, Costa Rica, El Salvador, Guatemala, Mexico, Panama, Honduras, and Ecuador.

This Technical Meeting was preceded by four other regional ministerial meetings held in Cartagena de Indias (2015), Antigua (2014), Panama City (2013), and San Salvador (2011), which were attended by ministers, deputy ministers, directors-general, and senior representatives of international bodies and of the European Union.

The Comprehensive Regional Policy Model for Prevention of Violence and Crime seeks to complement the development and implementation of evidence-based national and/or local public policies on violence and crime prevention by incorporating a multi-agency and comprehensive approach.

The Model, the fruit of the work carried out since 2011 by the operational partners, the International Juvenile Justice Observatory (IJJO) and the European Forum for Urban Security (EFUS), coordinated by Expertise France, in the Citizen Security action of the EUROsociAL II Programme's Violence Prevention area, is generating remarkable tangible results in the development of public policies and national legislation that relies on prevention and inter-agency and intersectoral coordination as essential means of addressing the problem of lack of security.
