EUROsociAL supports Peru's for integration of budget evaluation into the public policy cycle

The ultimate aim of these evaluations is to generate performance information for use in the budget system to enable decision-making in budgetary matters

Within the framework of the EUROsociAL Programme, financed by the European Union, an expert advising mission was carried out in Lima (Peru), from 9th to 15th July 2015, to prepare a Unified Directive for Budget Evaluation.

Peru's Results-Based Budgeting (RBB) framework includes various types of evaluation conducted by members of the National Budget System: on the one hand, institutional budget evaluation, and, on the other, independent evaluations. The latter are a performed by natural or legal persons other than those responsible for the design or execution of the actions under evaluation, and they can involve budget execution design evaluations (EDEP) or budget impact evaluations (EIP). The ultimate aim of these evaluations is to generate performance information for use in the budget system to enable decision-making in budgetary matters.

The Programme's support to the Directorate-General for the Public Budget (DGPP) of the Ministry of Economy and Finance (MEF) of Peru is oriented towards unifying the directives that govern the various types of evaluations in order to establish a single regulatory framework for integration of budget evaluation into the public policy cycle.

In the support itinerary designed by EUROsociAL with Peru's DGPP, two phases were planned: the first carried in July, and the second scheduled for the third quarter of 2015. In this first phase, interviews were held with the institutions involved to analyse with them the evaluations conducted. In this context, the following institutions were visited: National Agricultural Safety Service (SENASA), Ministry of Agriculture and Irrigation, Ministry of the Environment, Ministry of Health, National Institute for Statistics and Informatics (INEI), Public Health Insurance Scheme (SIS), Ministry of Economy and Finance (MEF), Ministry of Education, and Ministry of Housing, Construction and Sanitation. This activity included advising by one expert from the Institute for Tax Studies and another from the Evaluation Department of ICEX, both of Spain.

This activity is part of the Budget-Plan Link action of the EUROsociAL Programme, financed by the European Union and coordinated by the FIIAPP, with the Spanish Institute for Tax Studies (IEF in its Spanish acronym) acting as an operational partner.
