Paraguay creates the National Council for Access to Justice and establishes the National Houses of Justice Programme

The Deputy Minister of Criminal Policy, attached to Paraguayan Ministry of Justice, will be the institution in charge of coordinating the National Houses of Justice Programme

The newly-created National Houses of Justice Programme will have the aim of providing vulnerable communities and persons with access to justice, giving priority to areas with little State presence.

Houses of Justice are multidisciplinary physical centres that provide information, guidance, referrals and services, especially in terms of dispute resolution and legal advice. In addition, they facilitate access to services for formalisation and organisation of the State by orienting citizens with respect to their rights, providing services, disseminating the culture of peace, and promoting alternative dispute resolution mechanisms.

With the new Vice-Ministry of Criminal Policy— Executive Decree No. 1796 of 19th June 2014, Paraguay establishes the goal of "facilitating access to justice to people efficiently, effectively, transparently, peacefully, conveniently, and under conditions of equality" and "contributing to strengthening relations between the State, civil society and the community with respect to access to justice and management of social conflict". It will be this Vice Ministry, through the Directorate for Access to Justice, that assumes responsibility for coordination of the National Houses of Justice Programme.

The National Council for Access to Justice will in turn be the inter-agency body responsible for coordination, organisation, monitoring and evaluation of the policies, plans and programmes created by the executive branch and the government agencies directly related to Access to Justice. It will be made up of various ministries and secretariats of the Paraguayan government.

Promoting the culture of dialogue, participation, and respect for and practice of human rights, driving alternative dispute resolution mechanisms as a form of access to justice, creating or coordinating services related to access to justice, and formulating or promoting draft laws to adapt to regulations, based on the international instruments ratified by the Paraguayan State, will be some of the tasks of the Council.

The European Union's EUROsociAL Programme supported this process by facilitating the transfer of experience from the Service for Access to Law and Justice of the Ministries of Justice of France and other Latin American countries—Costa Rica and Paraguay. The activities developed throughout 2014 for this purpose were implemented from the Justice area, within the framework of the “Dissemination of rights, guidance and legal assistance” line of action, supported by the International Development Law Organization (IDLO) in its role as the operational partner through its Access to Justice Division
