EUROsociAL supports Paraguay in redesigning its catalogue of products

A technical assistance was carried out in Paraguay during the week of 27th to 30th April 2015 to redesign the catalogue of products of budgetary programmes to bring this in line with legal and practical requirements in the area of the Paraguayan budget

Currently Paraguay's Ministry of Finance is in the phase of defining strategic activities and products in relation to the strategic actions and objectives defined in the Institutional Strategic Plan. In this context, the redesign of the catalogue of products (goods and services) is considered a necessity so that goods and services are aligned with the objectives of the agencies that execute them. Based on these, results indicators can be developed for same. The ultimate objective of the action is to improve the quality of public spending and the application of evaluation results in the financial planning and programming of the programmes, sub-programmes and/or projects evaluated.

In this first phase of the support itinerary defined with Paraguay, the groundwork was laid for redesign of the catalogue of products. There was also a commitment to present in the second phase (planned for October 2015) a situational diagnosis and a report for redesign of the catalogue of products, which includes revision of the 789 products currently active.

Representatives of the General Budgeting Department (DGP) of the Paraguayan Ministry of Finance participated in this activity. On the EUROsociAL SIDE, from Spain, an auditor from the General Intervention Board of the State Administration (IGAE) and the Deputy Director-General for Budgetary Programmes and Economic Activities of the Directorate-General for Budget in the Ministry of Finance and Public Administrations travelled to Paraguay.

This activity is part of the budget-plan link action of the EUROsociAL Programme, which is financed by the European Union and coordinated by the FIIAPP, with the Spanish Institute for Tax Studies acting as an operational partner.
