Official launch of the Video-conferencing System for Court Hearings in Prisons

The system aims to guarantee access to justice, streamline courtroom proceedings, and optimise the human resources, security and time involved in transporting inmates for court appearances

The video-conferencing system is an instrument for expanding access to justice by prison inmates, as it increases the number of hearings that can be held on a timely basis by favouring the immediacy of judges, prosecutors and defence attorneys. In addition, its lowers the rate of hearing postponements, reduces costs and eliminates security risks. 

The objective of video-conferencing is to establish a communication mechanism designed to facilitate court appearances by defendants or convicted persons in real time to allow visual, auditory and verbal interaction between the different agencies comprising the Justice Administration. 

The use of the Video-Conferencing System is based on the Coordination Protocol between Justice Systems for adult prison inmates in Paraguay. It was created at the initiative of the Ministry of Justice through the formation of the Inter-Agency Committee—which, in addition to the aforementioned institution, includes the Ministry of Public Defence, the Public Ministry and the Supreme Court of Justice-Judiciary—through the corresponding human rights directorates.

The system was developed by the Ministry of Justice (MJ) in coordination with the Judiciary, the Public Ministry and the Ministry of Public Defence. In the creation of the Video-Conferencing Protocol, as well as in the training of and provision of equipment to the MJ teams, the EUROsociAL Programme, a regional cooperation programme of the European Union with Latin America for the promotion of social cohesion, and its operational partners, the Spanish Law Society Foundation and Justice Cooperation International, have been providing technical cooperation since 2013.
