Workshop for institutionalisation of public policy evaluation

The European Union's EUROsociAL Programme has been working since 2011 on the budget-plan link line of action in the Public Finance area

In this direction, various countries in the region have requested the support of the Programme to institutionalise their public policy evaluation systems. To address this request, in addition to the bilateral work being carried out in each country, the “Workshop for institutionalisation of public policy evaluation” was held in Lima, Peru on 9th and 10th March 2015. In this workshop, the “Comparative Study of European and Latin American Evaluation Systems” was presented. The study contributes knowledge on specific institutionalisation experiences and how they are anchored in the different political-administrative systems of the two regions.

In addition, there was analysis and discussion of the “Manual of Best Practices in Systematisation of Public Policy Evaluation. Experiences in Latin America” which was created in the seminar held in July 2014 in Montevideo in order to come to agreement on a series of general principles relative to institutionalisation of evaluation. These principles were finally adopted in a general way by the participating countries.

To support preparation of a roadmap for institutionalisation of evaluation in the aforementioned countries, each country defined concrete actions to be taken in 2015 with the support of the EUROsociAL Programme.

The workshop participants included representatives of different institutions and countries:

  • Costa Rica: Ministry of National Planning and Economic Policy (MIDEPLAN), as the governing body of the National Planning System (SNP) and the National Evaluation System (SINE)
  • Ecuador: National Secretariat for Planning and Development (SENPLADES) and the Ministry of Finance.
  • Paraguay: Directorate-General of Budgeting of the Ministry of Finance.
  • Peru: Directorate-General of Budgeting of the Ministry of Economy and Finance, and the Centre for Strategic Planning (CEPLAN).
  • Uruguay: Office of Planning and Budgeting (OPP), through the State Management and Evaluation Area/Department of Management and Evaluation (AGEV).
  • Spain: Institute for Tax Studies. Ministry of Finance and Public Administrations; Evaluation Unit of the International and Ibero-American Foundation for Administration and Public Policies and the EUROsociAL Programme's Public Finance Technical Unit and Democratic Governance area.

This action is part of the budget-plan link line of action of the EUROsociAL Programme, which is being coordinated by the FIIAPP with Spain's Institute for Tax Studies and Uruguay's Office of Planning and Budgeting action as operational partners.
