EUROsociAL aspires to contribute to the design, reform and/or implementation of public policies in Latin America that have an impact on social cohesion. In this sense, EUROsociAL works as a facilitator, placing at the disposition of institutions immersed in these processes knowledge of analogous experiences in other Latin American countries, as well as European ones, that can contribute innovative elements in these reforms.

Along these lines, peer-to-peer learning is the instrument EUROsociAL uses to fulfil its objectives and carry out its actions. The sharing of problems and challenges between counterpart or "peer" public institutions of different countries determines not only the programming of activities, it is also central in their execution. The intervention methodology makes EUROsociAL an intervention worthy of being considered a "best practice" in cooperation. 

One of the comparative advantages of EUROsociAL is the agility of its response and the flexibility of its instruments. Once an objective and clear results are identified, the programme reacts rapidly and appropriately, using the tools at its disposal in a versatile way to address needs. These tools shape a range of intervention modes for "public technical assistance". 

These work tools, catalogued and described in the programme's methodological guide, are classified as: missions, expert advising, analytical work, seminars, working meetings, training courses, exchange visits and internships.

The tools are not an end in themselves but rather are organised and combined to form support itineraries (actions) aimed at reform results and concrete changes in public policies or institutions.
