With the aim of promoting policies and achieving intersectoral agreements on key issues for social cohesion, different Latin American countries have recently created permanent spaces for reaching consensus between stakeholders under different formats. The European Economic and Social Councils (ESC) have been used as a reference but adapted to the country realities and, on occasion, with innovative and broader formulas in terms of function and scope.

These types of forums—participatory, inclusive and plural in nature—have proven very useful in many cases when it comes to reducing conflict and forging consensus on development priorities. Nevertheless, implementation of ESCs in different Latin American countries, with a more open or limited composition, greater independence, more or fewer functions, and different budgetary support mechanisms, suffers from problems that could jeopardise the viability of these institutions, which, in some cases (such as Honduras), are deeply involved in key policies and national agreements.
