As an ACP country, the Dominican Republic cannot be a beneficiary of the Programme because it is outside the scope of the European Commission's Development Cooperation Instrument. Nevertheless, it can participate in EUROsociAL actions as a beneficiary of technical cooperation, with the country itself covering all the expenses incurred. Along these lines, EUROsociAL promoted the National Compact for Educational Reform by promoting the participation of the ESC in this process.
