Initially, the Programme was designed to support certain decentralization processes under way in the region; however, in some missions and initial planning meetings, the issue of territorial imbalances emerged with force. Regional development/territorial cohesion is an issue that is emerging in or returning to Latin American government agendas, and it is increasingly attracting the attention of analysts and decision-makers. Implementation of policies that foster territorial convergence and achieve balanced, sustainable, inclusive territorial development is becoming increasingly necessary for countries to progress. The territory is important not only as one dimension of social cohesion but also as the cause of many disparities. In a region that displays great territorial disparities, having an institutional architecture with instruments and explicit strategies of territorial convergence will contribute to achieving the objective of territorial cohesion.
