Launch of a joint publication from the Brazilian Ministry of Social Development and EUROsociAL on panel research on poverty

Thursday 25 June 2015 saw the launch of the publication entitled 'Panel Research on Occupational Mobility and Access to Social Programmes: Presentation and Methodological Contributions' in Brasilia

The publication forms part of the 'Study Papers' series from the Secretariat of Evaluation and Information Management (SAGI from its initials in Portuguese) of the Ministry of Social Development and Hunger Alleviation of Brazil, the World Bank and EUROsociAL.

The publication is encompassed within the EUROsociAL strategy to support SAGI to better develop its Panel Research on Poverty (known as PPP based on its initials in Portuguese), specifically in relation to the sampling techniques, the approach adopted for surveying families in poverty or socially vulnerable situations and improving techniques for calculating variances and confidence intervals. These improvements will enable more accurate calculations to be carried out with simpler frequency rates, whilst also allowing more accurate correlations to be drawn by the main research team, which will further enrich any resulting policy recommendations.

The publication summarises the discussions that took place at the Technical Workshop for sharing international experiences on the development of longitudinal panels for research on poverty, which was organised by SAGI with the support of the European Union's EUROsociAL Programme in October 2013.  The objective of the workshop was to discuss and share experiences in Latin America and Europe on longitudinal panel studies for analysing the dynamics of poverty, with a focus on the main difficulties and challenges faced, in order to highlight the lessons learned and the solutions adopted by the institutions responsible for carrying out this type of study.  The publication contains contributions from many of the workshop's participants, from both Latin America and Europe. 

The launch event was led by Paulo Jannuzzi, Secretary of Evaluation and Information Management (SAGI) of the Ministry of Social Development and Hunger Alleviation of Brazil.   Representing EUROsociAL at the event were Luis Henrique D'Andrea (from its coordination partner ENAP, in Brazil) and Gala Díaz Langou (from its operational partner CIPPEC, in Argentina). Marco Natalino (SAGI, Brazil), Anna Fruttero (World Bank) and Claudio Comari (INDEC, Argentina) also attended the launch. 

During the event, the relevance of sharing lessons learned at different latitudes during panel studies on poverty was discussed.  On other occasions where EUROsociAL has collaborated with SAGI on supporting the development of the Brazil Without Misery Panel Research on Poverty, it was evident that Brazil could learn a lot from European experiences, but Brazil has also shown that it has interesting lessons that have been of use to other countries.
