Ecuador advances in implementation of the multi-annual budget
Since 2013, Ecuador has been immersed in a process of reforming its budget with the ultimate aim of improving public finances through linking planning with budgeting
Along these lines, the Ministry of Finance is going to implement the multi-annual budget as a strategic instrument that will make it possible to coordinate medium- and long-term actions with the institution in charge of national planning (SENPLADES). This will also complement the country's four-year fiscal programme, thereby providing better input to the authorities and the legislative branch for approval of annual budgets and specific laws in the area of taxation.
In this context, Spain's Institute for Tax Studies, within the framework of the EUROsociAL II Programme, financed by the European Union, is providing support to Ecuador's Ministry of Finance in the definition of a methodology for implementation of the multi-annual budget.
As the first phase in the support itinerary designed jointly with the Ministry of Finance, from 3rd to 5th August 2015, an expert advising mission was carried out with the objective of developing a diagnosis of the situation for identifying the available technical and staff capacities, for which various meetings were held with representatives of the Ministry of Finance and the National Secretariat for Planning and Development (SENPLADES).
This action seeks to define and apply medium- and long-term revenue and spending estimation models for implementation in the Financial Administration System and appropriate use by public institutions, and to serve as a key element for guiding medium-term budgetary policies, improving the operative efficiency of programmes and public policies.
This activity is part of the Budget-Plan Link action of the EUROsociAL Programme, financed by the European Union and coordinated by the FIIAPP, with Spain's Institute for Tax Studies acting as an operational partner.
