In the context of coordinating public policies for fighting corruption in the country, the Judiciary, with the technical assistance of the European Union's EUROsociAL II Programme, held a series of working meetings in order to prepare the “Handbook of Good Practices in the Investigation of Corruption Crimes, Economic Crimes, and Related Tax Offences in Costa Rica”.
Some of the objectives in writing the book were to identify good practices within the Judicial Investigation Department of the Probity, Transparency, and Anti-Corruption Prosecutor's Office in order to investigate corrupt practices in economic and tax crimes; to identify some of the weaknesses in cases brought before the courts which impact rulings in order to conduct self-assessments; to identify good internal practices in the Ministry of Finance in order to investigate tax and customs offences; as well as to establish a coordination phase or stage prior to transfer of the complaint with the aim of jointly assessing the facts and evidence.
This project is part of the international cooperation actions of the Office of Cooperation and International Relations of the Judiciary and the EUROsociAL II Programme, within the framework of the programme's Anti-Corruption Action, a component for improving inter-agency coordination mechanisms. It is being carried out jointly between the Judiciary and the Ministry of Finance for the purpose of coordinating public policies for fighting corruption as a cross-cutting theme involving different sectors, institutions, and actors.
