Numerous countries are at a crucial point in their path towards sustainable development, the fight against poverty, and the provision of quality public services. The global economic crisis has slowed down growth, reducing the availability of funds. In this new context, governments are struggling to mobilise resources and increasingly seeking to engage today's and future taxpayers. In many places, innovative techniques for building a greater culture of tax compliance are emerging.

The publication “Building Tax Culture, Compliance and Citizenship. A Global Source Book on Taxpayer Education” is a compendium of tax education experiences in Latin America and the Caribbean, Sub-Saharan Africa, Asia, North Africa, the Middle East and the Baltic. The majority of the cases included in the book, although not all, are from developing or emerging countries. The result is a guide to best practices with ideas that can be adapted to different contexts.

The book was prepared with the collaboration of the OECD Task Force on Tax and Development, the Institute of Development Studies, and the European Union's EUROsociAL Programme.

EUROsociAL coordinated the inclusion of the experiences of Brazil (Accounting and Tax Support Centres), Peru (partnering with the educational system), Guatemala (tax culture festivals), El Salvador (Diploma in Tax Education), Costa Rica (recreational spaces with tax education games) Uruguay (Ceibal Plan video-games), Chile (educational portals), Mexico (university-level training).

The book presentation was attended by the President of the Bolivian National Tax Service, Erik Ariñez; Paz Velasco, head of the EUROsociAL Programme in EuropeAid; Gregory De Paepe, Policy Advisor at the OECD Tax and Development Programme; Juan Planas, head of cooperation for EU Delegation in Bolivia; and Borja Díaz Rivillas, publications coordinator of EUROsociAL.
