Uruguay benefits from Mexico's experience in managing coercive tax collection
EUROsociAL facilitated an assistance by Mexico's Tax Administration Service to Uruguay's Directorate-General of Taxes
The expert Obed Jese Lujan Caracas, Administrator of Operational Support Coordination in the Collection Department of Mexico's SAT, met with a sizeable contingent of civil servants from the Division of Collection and Extensive Controls of the DGI, headed up by its Director, Miguel Palumbo, to discuss and analyse issues related to collection management, such as aspects and competencies to be taken into consideration in the design of an effective system of collection and enforcement; debt collection risk analysis; structural and organisational aspects of implementation of administrative collection systems; among others.
The DGI is currently in the midst of a reform process in the coercive enforcement and collection area, and this advisory mission aims to leverage the Mexican experience in the interest of defining a management plan for coercive tax collection that will enable greater effectiveness in enforcement and reduce legal actions to recover debts prioritising coercive collection. Similarly, the DGI aims to create a manual of persuasive collection techniques to reduce the portfolio managed through legal action, optimising human resources and focusing on administrative recovery of debts.
This activity is part of the Voluntary Compliance action of the Public Finance area of the EUROsociAL II Programme, which is financed by the European Union and coordinated by the FIIAPP, in which Spain's State Tax Administration Agency (AEAT) and the Inter-American Centre for Tax Administrations (CIAT) are acting as operational partners.
