Under the auspices of the EUROsociAL Programme, the DIAN of Colombia is participating in an exchange visit to the AFIP of Argentina to study electronic inspection systems

Argentina's Federal Administration of Public Revenue (AFIP) hosted a visit by a civil servant from Colombia's Directorate of National Taxes and Customs (DIAN) for the purpose of sharing experiences in the process of mass electronic inspection

One of the main goals of the Colombian tax agency is voluntary compliance with tax obligations through construction of a mass electronic inspection model that will enable better coverage, stable processes, self-service solutions, etc. Along these lines and with the objective strengthening control of tax obligations, the DIAN has initiated actions to implement a model of mass electronic inspection, and currently is in the process of designing a computer system for this purpose while simultaneously evaluating a pilot test started in 2014.

To do this Colombia's DIAN asked to learn about the AFIP's mass electronic inspection system, taking into account that Argentina is an advanced model in terms of this type of system in the region. This visit will enable the DIAN to apply techniques and best practices in mass inspection processes to increase efficiency and effectiveness in verification and control of compliance with tax obligations.

This exchange visit is the continuation of another made to Spain in 2014, under the auspices of the EUROsociAL II Programme, for the purpose of learning about the ZUJAR computer tool used by the Spanish Tax Agency (AEAT) which makes it possible to utilise information and integrate it in the mass electronic inspection computer system.

In this second visit, the DIAN official had the opportunity to specifically observe the complete cycle in action, including not only the selection of the cases but also communication, evaluation and closing of same.

This activity is part of the “Voluntary Compliance” action of the Public Finance area of the EUROsociAL II Programme, which is financed by the European Union and coordinated by the FIIAPP, in which Spain's State Tax Agency (AEAT) and the Inter-American Centre for Tax Administrations (CIAT) are acting as operational partners.
