Second Meeting of the Inter-Agency Anti-Corruption Committee (MIA) in Honduras

On 18th June of this year, the Second Meeting of the Inter-Agency Anti-Corruption Committee (MIA in its Spanish acronym) was held in Tegucigalpa, Honduras

This body is one of the main outcomes of the “Inter-Agency anti-corruption agreement” signed on 8th April 2015 by the heads of the Judiciary, the General Coordination Office of the Government, the Office of the General Prosecutor of the Republic, the National Banking and Insurance Commission, the Office of the Attorney General of the Republic, the High Court of Auditors, and the Executive Directorate of Revenue.

The Anti-Corruption Action of the European Union's EUROsociAL Programme supported the technical work that led to the signing of this agreement by providing specialised technical assistance, in addition to organising an experience exchange visit. This activity took place within the framework of the EUROsociAL II Programme's inter-agency coordination in the fight against corruption associated with economic and financial crimes line of action, executed by the Conference of Ministries of Justice of the Ibero-American Countries (COMJIB) as part of the EUROsociAL democratic institutions axis, which is being coordinated by the International and Ibero-American Foundation for Administration and Public Policies (FIIAPP).

On this occasion, EUROsociAL lent support in the creation of the operational rules for the MIA lines of action. For this purpose, an expert from the EUROsociAL Programme travelled to Tegucigalpa from 15th to 18th June, during which time he held meetings with the different agencies involved in this process.

The expert participated in the Second Meeting of the MIA held on 18th June, a forum that served to present the proposals and inputs that emerged from earlier meetings, as well as to agree on the fundamental elements of the Operational Rules and Specific Lines of Action, definition of which will be finalised in the near future. Specifically, there was in-depth analysis of and emphasis on the appropriateness of conducting a participatory diagnosis in which each agency would present its objectives, operation and governance plan to define roles and unify the vision of the corruption system; of creating an information-exchange protocol that would enable quick and effective access to data; or of drafting an investigation manual for corruption cases.
