In December 2010, the European Commission awarded implementation of EUROsociAL II to the proposal submitted by the Consortium led by the International and Ibero-American Foundation of Administration and Public Policies (FIIAPP-Spain).
In addition to the FIIAPP, this Consortium is comprised of six Coordinating Partners (three European: FEI-France, IILA-Italy, GIZ-Germany; and three Latin American: ENAP-Brazil, APC-Colombia, SICA-Central America). Thus the consortium includes a broad spectrum of institutions with a high capacity for dialogue and wide range of expertise. It should be noted that Brazil, Colombia, Central America, France, Italy, Germany and Spain are the coordinating countries, through a public institution, and that their function is invaluable in the goal of constructing a common vision.
It also groups together 40 Operational Partners (responsible for implementation of the programme's actions) and 40 Collaborating Entities (participants in the actions and providers of expertise), the majority of which are public institutions notable for their high degree of sector-specific expertise and proven experience in the themes of the programme. These institutions have an additional multiplier effect which extends to the more than 100 European institutions and 100 Latin America institutions mobilised by the partners.
